Abuja, Nigeria – The Federal Government of Nigeria has launched a groundbreaking $40 million ICT project, the Blueprint ICT Development (Blueprint-ICT-Dev) Project, set to revolutionize and digitize tertiary education across the nation. This ambitious initiative, funded by the French Development Agency (AFD), will initially be rolled out in 10 federal universities, marking a pivotal step towards a future-ready educational landscape.
The unveiling, held in Abuja on Tuesday, saw the Minister of Education, Dr. Tunji Alausa, emphasize the project’s alignment with President Bola Tinubu’s “Renewed Hope Agenda” and its role as a beacon for innovation and international collaboration. “This project is a strategic investment in the future of Nigerian education. It’s about building smart campuses, empowering smart people, and nurturing smart ideas,” Dr. Alausa stated.
A Comprehensive Digital Overhaul for Nigerian Universities
The Blueprint-ICT-Dev Project is designed to bring a wide array of digital advancements to participating institutions. Key objectives include:
- Digitizing Administrative Systems: Streamlining university operations for greater efficiency.
- Developing Hybrid and Cross-Border Academic Programmes: Expanding learning opportunities and fostering international academic linkages.
- Strengthening Transnational Education Linkages: Connecting Nigerian universities with global educational networks.
- Enhancing Digital Libraries and Research Management Systems: Providing robust resources for learning and cutting-edge research.
- Integrating into the Nigerian Research and Education Network (NgREN): Ensuring high-speed connectivity and collaborative platforms.
- Promoting Teacher Training and Improved Education Data Systems: Equipping educators with modern skills and leveraging data for informed decision-making.
- Integrating Technical and Vocational Education and Training (TVET): Embedding skills-based learning across university curricula to boost employability.
Professor Abdullahi Ribadu, Executive Secretary of the National Universities Commission (NUC), highlighted that the project is a direct outcome of the NUC’s 2018 blueprint for revitalizing Nigerian universities, which identified ICT as a crucial tool for reform. “This is not just about infrastructure or platforms. It is about reimagining the role of ICT in higher education,” Prof. Ribadu asserted, urging all universities to begin automating key processes.
Strategic Investment and Future Expansion
Dr. Joshua Atah, Coordinator of Special Projects at the NUC, detailed the project’s two core components:
- Component One ($38 million): Dedicated to ICT development within the 10 selected universities. This includes significant investment in renovating digital infrastructure, improving campus connectivity, training academic staff in modern teaching methodologies, and providing essential digital resources for students.
- Component Two ($2 million): Allocated for the creation of a National STEM Transformation Strategy. This component will involve forming a specialized committee, conducting labor market research, launching awareness campaigns, and piloting programs to elevate the quality of STEM education in Nigeria.
The 10 federal universities selected for this initial phase span across Nigeria’s six geopolitical zones and include:
- University of Calabar
- University of Nigeria Nsukka
- University of Ibadan
- Federal University of Technology Minna
- University of Maiduguri
- Bayero University Kano
- Modibbo Adama University Yola
- Obafemi Awolowo University Ile-Ife
- Nnamdi Azikiwe University Awka
- University of Jos
The unveiling ceremony was attended by key stakeholders, including the French Ambassador to Nigeria and the AFD Country Director, signifying the strong international partnership underpinning this transformative project.
