The National Sports Commission (NSC) of Nigeria serves as the apex governmental body responsible for the overall development, regulation, and promotion of sports and physical fitness across the country. The government’s involvement in Nigerian sports officially began with the establishment of the National Sports Council in 1962. This body evolved into the National Sports Commission in 1971. Over the decades, its status and structure have seen various changes, including periods where it was merged with or replaced by the Ministry of Youth and Sports. Notably, the NSC was dissolved in 2015 by the Muhammadu Buhari government, but it was subsequently revived by President Bola Tinubu in 2023, signaling a renewed commitment to autonomous and focused sports development, free from bureaucratic bottlenecks.

Core Mandates and Functions:

The NSC’s extensive mandate covers a broad spectrum of activities aimed at fostering a thriving sports industry and enhancing Nigeria’s global sporting profile. Key responsibilities include:

  • Policy Formulation and Implementation: Developing, monitoring, and reviewing national sports policies and strategies to promote sports development and physical fitness nationwide. This includes articulating relevant programs of action.
  • Sports Infrastructure Development: Planning, overseeing the construction, renovation, and maintenance of sports facilities, ensuring they meet national and international standards.
  • Talent Identification and Development: Creating and implementing programs to scout, identify, nurture, and support sporting talents from grassroots levels to elite professional echelons. This involves providing training and support for athletes, coaches, and sports administrators.
  • Promotion of Mass Participation: Encouraging widespread involvement in sports and physical activities for health, social benefits, and community engagement. This includes organizing and supporting events and competitions at local, national, and international levels, such as the National Sports Festival and National Youth Games.
  • Collaboration with Stakeholders: Working closely with various entities including sports federations, associations, clubs, the private sector, and international sports bodies to enhance Nigeria’s participation and performance in global sports.
  • Regulation and Governance: Setting standards and regulations for sports practices and competitions, while ensuring compliance with national and international sports ethics and rules.
  • Research and Development: Conducting and promoting research in sports science and technology to improve athlete performance, training methodologies, management, and infrastructure.
  • Funding and Sponsorship: Securing funding for sports development initiatives and facilitating private sector investment and sponsorship in sports.
  • Commercialization of Sports: Developing policies to harness the economic potential of sports, encouraging commercialization and related industries to contribute to the nation’s GDP.

Organizational Structure:

The NSC is headed by the Honourable Minister of Sports as its Chief Political Head, with a Permanent Secretary as the Chief Accounting Officer. It is typically structured into several professional and common service departments, alongside various service units and agencies, including:

  • National Sports Federations and Elite Athletes Department (FEAD): Coordinates elite athletes and national sports federations for successful participation in national and international programs.
  • Grassroots Sports Development Department (GRSD): Focuses on scouting, identifying, and developing talent at the grassroots level, and promoting mass participation.
  • National Sports Festival & Para Sports Department: Oversees the organization of the biennial National Sports Festival and promotes para-sports.
  • Facilities and Stadia Development and Management Department: Manages and maintains sports infrastructure.
  • Sports Medicine Department: Ensures the health and performance of national athletes.
  • Other departments include Human Resource Management, Planning, Research & Statistics, Finance and Accounts, and Procurement, among others, supporting the overall administrative and strategic functions. The NSC also operates through six zonal offices across Nigeria to effectively coordinate with states and local communities.
