Federal Ministry of Foreign Affairs

The Federal Ministry of Foreign Affairs (FMFA) is a statutory body of the Federal Government of Nigeria, primarily responsible for the formulation, articulation, and implementation of Nigeria’s foreign policy objectives. It serves as the principal arm of Nigeria’s foreign engagement, leading the nation’s diplomatic missions and international relations.

History:

The Ministry’s origins trace back to September 1957 when it began as a department within the Prime Minister’s office. Following Nigeria’s independence in 1960, a separate Ministry of Foreign Affairs and Commonwealth Relations was established. The title of the Ministry later changed to the Ministry of External Affairs in 1963 with the appointment of the first substantive Foreign Minister, Dr. Jaja Wachukwu. In 1990, it was officially renamed the Ministry of Foreign Affairs.

Mission and Vision:

The FMFA is dedicated to the vigorous pursuit of Nigeria’s vital national interests, promoting African integration and unity, and fostering international cooperation for the consolidation of global peace and security. It is also committed to promoting a just world economic order and democratic values. Its vision is to build and manage the Ministry around knowledgeable and committed staff, missions, and policies that secure the advancement of Nigeria’s national interests in the international arena, and guarantee the dignity of Nigerian citizens, other Africans, and foreigners in Nigeria.

Key Functions and Responsibilities:

The Federal Ministry of Foreign Affairs performs a wide range of functions, including:

• Policy Formulation and Implementation: Developing and executing Nigeria’s foreign policy to reflect the domestic, political, economic, technological, social, and cultural aspirations of the Nigerian people.
• Diplomatic Representation: Staffing and supporting Nigeria’s diplomatic and consular missions abroad, including embassies, high commissions, consulates, and permanent missions to international organizations.
• Promotion of National Interests: Actively promoting Nigeria’s trade, economic, and other national interests abroad, and encouraging foreign investment in Nigeria.
• Citizen Welfare: Protecting the welfare and safeguarding the rights and interests of Nigerian citizens traveling or living overseas. This includes providing consular services, document authentication, and travel advisories.
• International Cooperation: Engaging with the international community to attract investment, enhance trade, and position Nigeria as a leading voice on global issues. This involves participation in bilateral and multilateral discussions, negotiations, and conferences.
• Coordination of Foreign Relations: Maintaining control over all external diplomatic and consular missions and ensuring coordination with other ministries on matters related to international relations.
• Protocol Duties: Assuming the duties of protocol in accordance with international diplomatic norms.
• Issuance of Diplomatic Passports: Issuing, renewing, and canceling diplomatic, special, and official passports.
• Research and Analysis: Studying and analyzing global political situations and their potential impact on Nigeria’s foreign policy.

Structure and Parastatals:

The Ministry is headed by a federal executive cabinet minister and supported by a Permanent Secretary. It comprises various departments, including Protocol, Planning Research and Statistics, and Foreign Service Inspectorate. It also oversees several parastatals that contribute to its mandate, such as:
